Such students literally block the education process from the entire rest of the class. If they don't want to be there, get rid of em! They're minors, not vegetables. They have a brain and can makes decisions and will do want they want to do in the end. If you don't believe first raise one, then walk into a classroom and see what it's like when ONE student refuses to stop being disruptive. There is nothing that can stop him except to let him go. One of them spent an hour screaming in a closet and trying to shove the door closed, and when myself and another teacher spoke to his grandmother the word came back that we threatened them with calling ACS (which we did not, of course).
