It has become increasingly obvious that the ATR field supervisors are "U" rating ATRs and preparing many of them for their 3020-a charges that inevitably will follow. In some cases if the ATR didn't go to the Professional Development or committed a minor misconduct, the DOE will file 3020-a charges with only one "U" rating, if they believe they can convince the arbitrator that the teacher is both "incompetent and dangerous to the students".
You may ask how can the union leadership allow these phoney "flyby observations" to be used as a basis for terminating a teacher?. Unfortunately, our disconnected union leadership doesn't seem to care. Just look at what our union leadership agreed to with regard to the ATR in the last contract.
- Reduced ATR "due process" rights.
- Failure to allow for a Chapter Leader for ATRs
- No mutual consent in positions
- Mandatory interviews and terminated if ATR fails to appear.
- Expedited one day hearing for problematic behavior"
- Failure to fight against "fair student funding"
The DOE with our union leadership's blessing, is trying to reduce the ATR pool, not by putting the ATR back in the classroom where they belong, but instead by thinning the herd with these "flyby observations" and unfairly giving the ATR a "U" rating.
While I watch the very obvious love affair between Chancellor Carmen Farina and UFT President Michael Mulgrew, the love does not extend to the teachers and especially the ATRs as the Chancellor is determined to terminate them and the UFT President ignores their demands for fair treatment and representation.
While its too late for this school year, please post the ATR field supervisors that "U" rated you in the last two school years. Knowledge is power and knowing which field assassins to avoid will help all ATRs in the next school year.
A class action lawsuit on behalf of all the veteran ATRs teachers is necessary to stop the discriminatory age policies because this is systemic age discrimination.
ReplyDeleteIt is the same story in Newark. I am an EWPS working outside of my certification. I received a Partially Effective rating for my annual. One more Partially Effective annual rating and I will be brought up on tenure charges.

I want to know how many ATRs have lost their jobs due to U ratings by Field Supervisors and how many have been sent to a 3020-a hearing and judged to be incompetent by one 'drive by' observation? I'm just wondering if these are facts you are citing or not?

ReplyDeleteChaz how many times have I asked you to give us the names of these supervisors and you tell us to go look it up on some other site! You write many of these stories so give us the names of theses crazy atr supervisors and bad schools with crazy principals! You always leave this information out. Like in this last blog, you said some atr are being taken to a 3020a with just one u? So who is taken the atr there. What is the name of the atr supervisor and the reason he is u rating him. You can leave the name of the teacher out but give us the names of every one else
ReplyDeleteIt is a system geared to attack the older teachers, and to replace them with inexperienced and cheaper teachers. The Union is well aware of the systemic discrimination going on but they will deny it, specially the queens UFT office. They even stop a rally against the abusive Principal Dwarka.

ReplyDeleteThis is a process to create a hostile environment for veteran and experienced teachers, in order to push them out. It is a an environment created by the DOE.of NYC and the blessing of our Union.
ReplyDeleteStark is scum. Last fall when I was teaching (leave of absence) Stark observed me, and I thought he was going to plant a wet one on me at the post-ob he loved it so much. He observed me again the last week of May, and I was teaching a lesson in front of a class I observed for the past few days. The teacher of this class was also in the room, and afterwards said it was a very good lesson and asked me for some of my materials because he wanted to use it in his other classes. On the other hand, Stark talked to me briefly after the observation and acted very wishy-washy, saying that the end year rating was up to someone else. I had a bad feeling then, and sure enough, he delivered an unsatisfactory observation report. And yes, his literacy skills deserve a U! The fix is in, and now we get an email saying our end-year ratings will be available next week. While better than waiting until the last day as in 2014, if I don't have something by the 15th, which is 10 business days before the end of school, I'm filing a grievance. The CL at the school I'm at is a personal friend and said he will help me on this. One other issue, if a test can be bounced because it is "unfair" to minorities wanting to be teachers, how can the ATR pool not be unfair to the most senior workers?
