DOE Provides Statistics On The ATR Pool And Offers Schools A Hiring Incentive.



























I guess its apparent that the DOE's ATR incentive didn't achieve the results that they had hoped and have now put into motion plan B by offering schools an incentive to hire ATRs by getting them for half price the first year and 75% of their salary for the second year.  Good luck on this incentive being any more successful than previous ones, which was met with general disinterest by Principals.  The DOE also released statistics about the ATR pool and they are as follows:

  • The average ATR salary is $94,000, which is over $10,000 more than the average teacher salary and %40,000 more than a base salary for a "newbie".
  • 25% of the educators in the ATR pool have been there for over 5 years.
  • The average experience in the ATR pool is 18 years.
  • 38% in the ATR pool came from closing schools.
  • 32% in the ATR pool had disciplinary or legal issues.
  • 30% in the ATR pool were excessed due to course reductions.
  • 74% in the ATR pool received an "effective" or satisfactory rating last year.
  • 12% in the ATR pool received an "ineffective" or unsatisfactory rating.
  • 27% in the ATR pool have an elementary school common branch license.
  • 11%in the ATR pool are licensed in Social Studies.
  • 9% in the ATR pool are licensed in Math.
  • 8% in the ATR pool are licensed in English.

Interestingly,  there is no mention of the 800 pound gorilla in the room in the article and that is "Fair Student Funding".  Moreover, the article fails to once again talk to an ATR and get their view.  Instead they keep going back to education deformer groups for comment.  Finally, the article fails to question why the DOE still uses the June number of 822 ATRs rather than the much higher number that the start of the school year brings.

    We also need stats on how many teachers, new and mid career have quit over the summer. Another thing that some teachers may be waiting for is Oct. retro and then resign or retire. There may very well be more vacancies than you think for ATR's.

    The ATRS that come from course reductions (30%) is troubling. Would like to know how long they stay in ATR pool. This number will only get larger if DOE is allowed to hire new teachers before placing excessed teachers.

    Excessing rules must change! These rules hurt all UFT members! The cost of having the ATR pool is a waste of talent and money.

    So this year ATRs are free to school but if hired school will get discounts?

    All ATRS will be placed for a year and if rated well will become permanent at that school?

    Who makes up these things? My head is spinning!

    Nothing will change until Fair Student Funding ends and we go back to centralized funding. The DOE/UFT are hiding the numbers which are 1500 ATRs. There will be very few vacancies by 10/15. It usually takes until at least
    Christmas before the newbies quit.

    That's the catch 4:57AM IF rated well. There's a lot at stake for school budgets so the tendency will be to rate unfavorably else that principal will be stuck with that educator's salary. As for getting an ATR for free as an incentive the first year, does the DOE think that principals and APOs don't know how to calculate and that they will still be stuck. A lot of careers are being ruined because of these "policies". Hey, remember when schools taught algebra, geometry, trigonometry then began to teach Math A, B, etc. Now, we're back to algebra, geometry, trigonometry. We are all guinea pigs and our careers are being ended frivolously due to "ideas" that get implemented.

    True story. This past week a uft rep told me that '99 out of 100 principals don't discriminate against ATRs'

    @9:50AM - That is just disgusting and untrue. Administrators, in general, are cynical and sarcastic with ATRs. It just takes insight to see through them. We would like to believe and make excuses for what goes on, but it is as clear as day and night.

    I came to the nyshitty doe 18 years ago after various teaching jobs in westchester and rockland. the nyshitty school system wanted STATE CERTIFIED teachers. I answered the call. 18 years later I leave an atr with a buyout and small pension. I have learned 1 thing unless you find a teaching position in heaven you will be in hell. most administrators are hypocrites along with the school systems. the school I just left had an UNCERTIFIED teacher in my license area for 2 years. I'm sorry I paid my dues and was able to build up my salary. in the end it meant nothing. so fuck the uft the nyshitty doe the students and teachers I'm free and can once again chart my course!!!

    HERE IS THE QUESTION:
    WHY ARE UFT / DOE rating ATRs under the "DANIELSON" and not UNDER the "TEACH FOR THE 21st CENTURY" PROTOCOLS???

    This is baffling me because NO ONE IS ADDRESSING THE BIGGER ELEPHANT IN THE ROOM.... how has the UFT/DOE been allowing this CONFUSION TO CONTINUE and not one is addressing it any of the BLOGS!!!!

    WHAT RATING / EVALUATIONS are ATRs being rated/evaluated by???????????

    Don't pay these administrators any mind. When they tell you they would love to hire you, "but the budget". Keep it moving, have a great day and know they don't mean it. View all of this as pure stupidity and just observe. Laugh at the inflated egos, laugh at the cynicism/sarcasm and keep living your life. Have a great perspective on life despite the DOE/UFT.

    Most ATRs have never been trained in Danielson and know nothing about it . It needs to be addressed. You are 100% correct. It's a set up.

    @9:55 all of the things you say would be great except for the stress and health related effects, the bills we have to pay to maintain our basic lifestyle, the constant fear of the unknown, and the large uft dues money that is basically wasted on our unions frivolity!!

    i have been rated by teaching 21st century as an atr.
    that will change however when placed just like all the other teachers in the school.
    if you were poorly rated under hedi that is certanly a winnable greievence.

    Average age of NYC teachers is 42.
    Average age of ATRs is 55.

    People of color make up a much higher percentage of ATRs than the general teacher population.

    Who said that the DOE is not ageist and racist?

    @7:49AM - When possible, enjoy life. Try to find a balance. It is difficult, but when there is a possibility of doing such at 9:55PM, then do so. It is stressful indeed.

    ATRs will be miserable under Danielson's. It is nothing more than a tool to bully and fire teachers. Nothing more than that. The key is to, unfortunately, pass everyone, say yes to everything, no matter how stupid, do the stupid collaboration group work thing all the time, even though the kids learn nothing in a real sense from it, and never be late or absent. Then you should be fine.

    Hey everyone!
    Thought of a fantastic way to fuck up Danielson. Give every kid 100% across the board, whether there or not. You will never get in trouble for passing them, you will only get in trouble if you don't. When giving out the regents exam, attach an answer key and allow students to take the exam, "collaboratively" to be sure that the answers were copied correctly and to help those students who can't read. All teachers will be rather highly effective on Danielson. With ideas like this I may run for chancellor.

    Danielson herself stated the framework is not intended to rate teachers. If the creator herself states this, WTF are the DOE administrators doing? Oh forgot, ruining careers. That's the goal.
