ATRs Will Be Changing Schools On November 6th.
In keeping with their secrecy and lack of transparency, the DOE will be moving the ATRs to different schools without any ATR input. Some of the ATRs will be "forced placed" in schools with vacancies or long-term assignments, while others will simply be rotated.
As we all know, the DOE has a "pecking order" for ATRs. The ATRs that will be "forced placed" in vacancies and long-term assignments come from the excess list that resulted in closing schools or programs, Once that group is exhausted, then the second group will be placed. These ATRs came from discipline or were rated "unsatisfactory" but did not have either an OSI or SCI investigation. The final list are ATRs that had a substantiated OSI or SCI investigation but were found innocent of those charges in their 3020-a hearing. However, the DOE assumes they were guilty anyway.. These ATRs have the "scarlet letter" and are only placed if no other ATR is available in the subject area.
According to my sources, the ATR assignment office decides which ATR goes where, without any say from the Principal or the ATR. In my case, I have had two principals and one assistant Principal inquire about my availability to cover an Earth Science program (none of them appear on the Open Market Transfer System) and when they allegedly contacted ATR assignment were told that they are working on it. To my knowledge my next assignment does not include any of the three schools who inquired about my availability. According to SESIS, I will be assigned to a different school, starting on November 6th. Go figure!
The only good thing is that as an ATR, I cannot be assigned to those terrible Renewal High Schools thanks to the Chancellor's statement that ATRs will not be assigned to them.

The school I am being sent to is very dangerous and there’s no metal detectors. I dumping the UFT the second I can do so, because I’m tired of being shit on.
ReplyDeleteIs this a rotation or a placement? How long is it for if it’s a rotation? I’m happy where I am and the principal wants to keep me. Shouldn’t a mutual agreement by the principal and ATR be respected by the DOE especially if their are no vacancies in the license area or in the school?
ReplyDeleteAt the UFT Ex Bd meeting the union people said no one who is innocent in a 3020a is assigned to the ATR pool - witness the two CPE1 teachers who were innocent of all charges and went back to their school. Only people who are found guilty of one or more charges and are fined or suspended are sent to the ATR pool. I'm not sure if there is a threshold on this -- ie - a letter in file as punishment.

Usually, the 3020-a arbitrator will find some minor infraction, even when the charges are found to be false. Just a letter to a file is enough to dump the teacher into the ATR pool.
How long is the next rotation? A week, month, semester or year? Why doesn't the UFT give us some info - Mike Shill knows nothing, dumb as wood.
ReplyDeleteATR placements should have been assigned in August! Where is the stability for students? Just getting their regular teachers two and a half months into the school year? What does this mean? Students lost all that instruction time!

You can blame a lot of things on the UFT, but they don’t do job assignments. That would be the DOE.
ReplyDeleteThe UFT has become a problem for ATRs. They will not enforce the contract. And they are aware of the abusiveness of Field Supervisirs.

I have a 7-12 license, yet I’m in elementary.

DeleteChaz how long is this next assignment? I feel for the people that get stuck in a hellhole. ATR pool in the tool used to decimate tenure. In 10 years nobody will be tenured. The cupcakes think they will get tenure and work their way to a pension...not happening children! You're being used!

Hey Chaz, I am an elementary teacher (K-6 license) and am being sent to Diploma Plus High School (10 - 12) on Nov. 6th. It is in a district that I have never been excessed from before.
