Fair Student Funding Shortchanges Schools And The DOE Does Norhing About It.
One of the great policy disasters that the DOE has implemented is the school-based Fair Student Funding policy. The immediate effect was that principals were incentivized to hire "newbie" teachers rather than hire the best teachers for their students. While sixty school districts across the country use some version of the fair student funding policy, only New York City makes it school based. The others implemented it District wide and is not school based. By making it District wide, no one school is penalized for hiring veteran teachers.
New York City's school based fair student funding is also the reason that veteran teachers are being targeted by principals as teacher salaries make up the bulk of a school's budget. Eliminating a high salaried teacher and replacing her with a "newbie" can save the school $50,00 or more and lower the average teacher salary for the school the next year, with the savings going into the principal's budget. Moreover, under school-based fair student funding teacher longevity raises are not factored in and once a teacher completes ten years, the school must swallow the raise in their budget. That's why veteran teachers become a target for termination.
Finally, most schools do not receive their fair share of funding, averaging between 87%-92% of the money they should be receiving. That's another reason that principals are looking to remove veteran teachers from their budget.
Charkbeat wrote an article that lays the blame on everybody except the DOE in using the fair student funding formula in the first place and you can read it Here.
Fair student funding is responsible for age discrimination , including but not limited to : negative observation ratings, being told harassing lies during your post-ob , being over-scrutinized on a daily basis as administrators look for anything they can call a problem even when it isn't a problem, being treated differently than younger teachers and told you didn't do enough of something during the lesson, false accusations, principals having derogatory conversations about you with parents in an effort to gang up against you, closing schools and dismissing only older teachers who have to go on interviews that they will never win, being unfairly targeted for termination charges, being ATRed and therefore sent like a bag lady or man from school to school. And the list goes on. And this is ALL the result of Fair Student Funding
ReplyDeleteThat is why all ATRs are older teachers, and 9f course our corrupt Union is looking away.
DeleteAmen @7:13pm. You've summarized it beautifully. Stay strong
ReplyDeleteThe UFT better not knock on my door.
ReplyDeleteThanks Chaz for exposing the incompetence of the DOE and the gross negligence of the UFT. It will be very interesting post Janus in June. Oral arguments will be heard in Washington, DC on Feb. 26th.
ReplyDeleteFair student funding was a gimmick created by Mike Bloomberg and Joel Klein. These two demons set forth this sick funding formula specifically to force principals to hire cheap labor. Bloomberg and Klein created this sick formula to rid expensive teachers and everyone knows this. Bloomberg was a master at manipulating employees and pitting employees up against each other as this was evident in the bloomberg company way before the jerk ever became mayor.
ReplyDeleteThen sicko bloomberg implemented the "fair" student funding into the nyc schools to create exactly what we now have and that is an unbalanced funding formula which really has created nothing but misery for everyone including students who are now forced to have unstable teachers as teachers now come and go. Student can no longer have access to a quality teacher because of fair student funding. This is just another left over bloomberg stench that never seems to go away.
Why did deBlasio keep it?
Delete"About $6 billion of the New York City education department’s $30.8 billion budget flows through the formula, which is designed to cover schools’ basic expenses — most importantly, teacher salaries."
ReplyDeleteSo where's the rest, almost $25 billion? Tweed? Consultants?
Lawyers.
DeleteNo wonder why they are pushing so many experienced teachers out.
DeleteAnd yet only 11 ATRs have joined in the lawsuit??? I just don’t get it. Every one of us should be involved. Enough is enough!!!!
ReplyDeleteI read somewhere they have 60 so far.
DeleteYeah I’m already a target. If the doe finds out I joined a lawsuit my field supervisor will be camping out in my class every single day. I don’t need the added anxiety. That’s right my union will protect my rights.... NOT!!!!!
DeleteThe UFT has agreed to many discriminatory.policies against the most experienced teachers. Today many principals are targeting experienced teachers, trying to use any excuse.
ReplyDeleteThe UFT is collaborating with the DOE in getting rid of ATRS by not challenging any observations done by Field Supervisors.
ReplyDeleteUnless they change these policies, veteran experienced teachers will continue to be targeted. Also our students will be deprived of an experienced teacher.
ReplyDeleteI didn’t join the lawsuit because I have no proof of who got the positions I applied to in the past six years. 1st year I applied to 50 schools, second 40, third 10, fourth 3, fifth zero. That’s most ATRs who have over two years in the system. The UFT should be suing and the onus on them - not on a us as individuals to prove what’s clearly age discrimination.
ReplyDeleteThe UFT is well aware of the systemic discrimination going on, and it is well aware of Principals pushing experienced teachers out.
DeleteThere is a ATR class action lawsuit against the DOE discriminatory hiring practices. Many more lawsuits to follow.
ReplyDeleteHere is the link that says that so far 60 ATRs filled out the class action questionnaire.

The DOE is ultimately resposible for the purge and targeting of veteran teachers, and for the discriminatory treatment of experienced teachers while recruiting a less qualified and inexperienced workforce.
ReplyDeletewho likes the tax cut in their most recent paychecks????? Federal withdrawal downnnnnnnnnn.....wohoooooo!!!!
ReplyDeletehey 10:17
ReplyDeleteWait until you pay your 2018 taxes. With the elimination of your personal deduction (and more if you deducted other people), they are probably taking out too much. I also read that the IRS was told to reduce the amount they take out to make people happy through the 2018 election because people won't get the bill until 2019.
@10:17 maybe now you can afford to buy that new car, oppsss car prices are up. ok that new house, oppsss housing prices are up. ok go on vacation, opppsss plane, gas and hotel prices up. it all evens out in favor of the politician and the people who allow THEM to keep living large idiot!
ReplyDeleteOur UFT knows, that systemic age discrimination is,taking place, even the Chancellor.
ReplyDeleteThe only people who are living large are Bill Gates and his merry men. They steal from the poor and give to the rich ( themselves). They recruited back stabbers, I mean The UFT to do their dirty work and in return they get thrown a few crumbs.
ReplyDeleteI fill out the form and submitted it. I'm holding off on paying the 250 dollars until last minute. I was an ATR for 6 yrs and got screwed over by the nyshitty school system. I took the buyout and retired because of all the false threats about "forced placement", being sent to the south bronx blah, blah, blah. humped again! what that teacher at MS 118 was showing the students the doe did to us!
ReplyDeleteIt is really systemic age discrimination while the UFT is tolerating it.
DeleteThe level of failure of our Union to overturn an U-Rating is more than 95 percent. This is a rigged system because many veteran teachers are losing their jobs in the hands of abusive leadership principals, or in the hands of roving supervisors who are observing teachers that do not know the students they are teaching. Our Union has agreed with the DOE to many policies that are discriminatory against the most veteran experienced teachers. If the attitudes do not change a shortage of teachers is just around the corner.
