Wiil Chancellor Carranza Remove More Terrible Principals?

One of the first constructive actions the new Chancellor, Richard Carranza has tackled head on was the removal of John Bowne's horn-dog Principal Howard Kwait who's had numerous accusations of sexual misconduct and harassment lodged against him.  According to the New York Post. Howard Kwait has cost the DOE $830,000 due to his inappropriate behavior told female subordinates.  This does not include the $4,500 he personally paid to the City's conflict of of interest board when he acceptable a paid vacation with a female subordinate.

Howard Kwait is not the only Principal that the new Chancellor should remove, let's look at another High School Principal Chancellor Carranza should remove in Queens.

The Principal is Namita Dawarka from William Cullen Bryant High School.  She has removed almost the entire veteran staff she inherited in 2012 by harassment, 3020-a charges, or forced retirement.  Moreover, she has been accursed of grade fixing and changing and manipulating classes so some students received double credits for the same course. Finally, she was accused of teat manipulation. You can read her actions.  Here, Here, Here, and Here. In addition, Principal Dwarka allegedly hid a sexual relationship between her handpicked Assistant Principal of Math and a student.  Despite the allegations when the AP of Math was shockingly released from reassignment she was reinstated as the AP of Math by Ms. Dawaka.

Beyond Ms. Dawarka, you can find a list of the worst Principals in Queens in a previous post.  Here. Then there is the biggest problem of them all.  The Superintendent, Juan Mendez, who either selected them, despite opposition (Judy Henry) or protected them (Juan Cruz), despite their alleged misconduct.  You can read it Here.   Finally, the New York Daily News listed a rouges gallery of DOE administrators accused of multiple sexual issues and are still employed.

The bottom line, Chancellor Richard Carranza cannot stop at one.  He must remove all those Principals that have low staff trust ratings and he must eliminate the "double standard" when it comes to disciplining administrators.  Moreover, he must ensure fair and independent investigations from the investigative agencies like OEO, OSI, and SCI. Especially when a subordinate accuses an administrator that they were sexual harassed and was not taken seriously by the DOE.

Don't forget, people like Dwarka have evil subordinates; her main man is Science AP Moises Morales...a short, dumpy, hair challenged suck-up that signs off paperwork as "principal"

Has anyone else received a paystub for the May 15 check in their doe email account? I received one for 4/30 and one for 5/31 but not for the 5/15 check. And payroll portal is down. Just checking to see if I am the only one or if doe screwing up the raises.

I am not sure how many principals Carranza can remove when finding people who want to be a principal is extremely difficult. First, the job sucks. Principals are blamed for anything and everything. For all that responsibility their salary is about 25k more than the highest teacher salary. Plus, now with Kwait getting removed there needs to be more sexual harassment training. In the DOE there are fire drills, shelter drills, soft lock down drills and even hard lock down drills but is there an actual sexual harassment drill?

I proposed an idea to Carmen two years ago but fell on deaf ears. I proposed a male and a female sexual harassment directors for every district. Both 23 to 28 years old, attractive, fit and will wear sexy outfits to schools and district offices. They'd come to schools and practice sexual harassment drills. Flirst with staff, sit on laps, joke around sexually, flirt etc... This is the only way we can practice, drill and know for sure how will we really react if the opportunity ever arises or something else in our pants arises.

Until the DOE puts their money where their mouth is and practices sexual harassment drills - nobody can convince me the DOE is doing enough to reduce the stress on staff. I know there are some questions on what to do with the sexual harassment director after the age of 30? Or what if someone is not attracted to latinas but would react differently to an African American male or female? Then maybe a director from another district will do the drill.

Most of us did not receive the 5/15 pqy stub but you can get it on the self service payroll portal.

9:03,

1. It's the "teachers" that are blamed for everything far more than the principals have or ever will.

2. Even if that was true, when was the last time that a DOE principal was fired for his or her actions? There is a double standard that Chaz has addressed over and over again that constantly just makes us shake our heads all the time that stories like this keep coming up.

What are the consequences for principals who do not report incidents and missing students through OORS system?

The bootlick Moises Morales is no longer science AP at Bryant, he was promoted to AP of "Student Life". I've been in the system for 30 yrs, and have never heard of such a system...

Yes, Moises "boot lick" Morales, AP of Student Life.....

How do you sleep soundly?

Dwarka handed credits like candy, and changed grades. All investigations were swept under the table.

They should send Dwarka and Kwait to a high school in Hawaii right in the path of the lava from the volcano. Although, I wouldn't want the lava to suffer.

@ Shady 9:03 AM . 1. You have already been told by your principal not to post here during school hours. 2. You did not have the sexual harassment director position post approved by the 5 President ATR Chapters per the conversation we had over the weekend.

These stories about abusive, harassing, and thoroughly incompetent administrators clearly demonstrate why teachers must secretly record all school encounters with them.

Audio-video would be preferable, but, at least, capture the audio.

Once enough material has been accumulated, teachers should go public!

I know of cases where teachers have warded off § 3020-a charges, § 3020-a findings of “guilt,” or adverse ratings (Unsatisfactory, Ineffective, or Developing) when secret recordings were played back to administrators or attorneys.

The proper question to ask an administrator, after partial playback, is, “Just how badly do you want this recording sent to the new Chancellor and the media?”

These Principals are running the schools to the ground, and decent teachers do not want to work in those schools because they have ruined and destroyed their own schools.

Anonymous said...

They just want to push older innocent teachers out. Nothing real gets investigated.

I know a teacher who was charged with 3020a, sued over the abuse and recorded it. She won $175,000, but now she’s an ATR forever. At 37 years old that’s impossible. If your cleared of all charges, why should you be punished by becoming an ATR for life. ATRs need to start suing over this issue.

WIth the system being so dysfunctional and full of incompetency and crazies one must wonder what came first? Did the system make us all crazy or were we crazy and that's what attracted us to the system? This is a 1000 year old question similar to what came first the chicken or the egg.

The best thing to do is try to survive. 1. Never take a job at a shitty school. We do not need heros or heroes (never know how to spell the word). 2. Never work for a fucked up crazy principal, AP or superintendent. For example, I do not know Dwarka. With everything said about her - I simply would not take a job there or even interview.

There is more but I need to patrol the halls. They still have me as a dean until my grievance is heard. Plus, this principal calls me into her office 4 to 5 times a day to sit and chat with her. Yesterday, she had an event and wanted to know what shoes she should wear. Asks me if I workout and wants to know if we can workout together one day this week. I really think she's into me.

We need to free our schools of harassment, and nonsense. These Leadership Principals are from another dimension.

Anonymous said...

All the recordings should be sent to the new Chancellor, so it finally can reveal the corruption and incompetence of these Leadership Principals.

Anonymous said...

Why did Fariña and Mulgrew protected these Leadership Principals?

Donna Geller from PS 70 - your day of reckoning is coming soon!

@3:11 I am not going to report my principal for hitting on me. First of all, she turns me on. Second, she means well and has a good heart. Even though I probably won't take a position at her school - I do think fondly of her. Plus, she did not report me for blogging during work hours.

On a different note, seems Kwait ended up at Tweed. He is not going to be able to supervise anyone especially females but he still will be able to cat call from his cubicle which has many females already blushing. One 70 year old privately told me that she can't wait to walk by his cubicle. I know some of you don't believe me but please do.

Inside Tweedy sources also tell me he is heading up the first ever "Tweed Bikini Calendar". I can't make this shit up. You can email deputy chancellor Gibson or deputy chancellor Rose for a discounted rate. However, after June 30th the Tweed Bikini Calendars will be sold at FULL PRICE, no exceptions.

Many good experiences teachers were pushed out on bogus charges just to produce the worse results ever in the regents.

First off, I never worked in a business with so many gays and lesbians. Although most people are respectful, I was as well as several other "straight" male counterparts sexually harassed by homosexual bosses (either within the school or on a regional level) on a routine basis. Additionally, I witnessed these same individuals in power, inappropriately touch and ogle young male students in the school. As I obviously knew this was wrong, I also was fully aware that bringing such accusations against the DOE would most likely end my teaching career. What makes me irate is that DOE has protected and like the Vatican church protected its sexual deviants and taken vengeance against those who would dare speak the truth. After reading Sunday's NY Daily News article as to how the DOE spent hundreds of thousands of dollars protecting principals who were charged with sexual harassment; but yet somehow managed to keep their $150'000 a year plus job. IAs a result I would not recommend anyone to bring charges or accuse superiors of sexual deviance. If the DOE wants to create an environment that encourages such behavior then so be it....

To 2:58. I have seen this situation personally many times also, and am amazed at what 'certain' people can get away with. There is also a racial angle too. If you are the same ethnic or racial group as the students, you are much freer to hug, touch, play with, banter, etc. I don't do these things as a matter of policy, but I do know that if I interacted with my Latino students the way the Latino staff members do, i would be fired.

Female staff members also can touch anyone in any way with abandon. So we have sexual orientation privilege, racial privilege and gender privilege. Hey, it seems being a straight white male is like being in a mine field. No privilege here. Even all my bosses for years have been people who are 'not like me.'

One cannot understand how corruption is protected, while good experienced teachers are targeted.

@Shady/s 12:12 comment:

I want to publicly apologize for providing fake news. My inside Tweed sources have retracted their statements regarding the Tweed Bikini Calendar. There will not be a publicly released Tweed Bikini Calendar and there will not be an discounts given. Again, I apologize for not double checking my sources and for providing fake news to my highly skilled and esteemed colleagues in the world of education.

As far as 2:58 a.m.'s comments go. I honestly have not seen many or any creeps in the DOE hitting on or groping students. For the most part with over 125k employees there is a very small number of pedophiles and creeps. Thank God for that even though I wish we would have zero pedophiles in the world and especially in education. Also, I am not sure there are many adults in the DOE who would not turn in a creep or a pedophile.

As far as adults hitting on each other - I am sure that happens. I am hoping my principal steps up her game and gropes me by Friday if not tomorrow. The strange thing about me posting this is the fact she caught me posting last week so I know she reads this.

@Chaz and Shady: I was on the phone last night with one of my "sources." I was told that Howard Kwait has been reassigned to a "reassignment center" (= "rubber room") at 30-48 Linden Place in Flushing, which is the building where the Queens High School Superintendent, Elaine Lindsey, and the District 25 Superintendent, Danielle DiMango have offices. Can someone independently verify where Howard Kwait was reassigned?

It is ashamed that corruption has been protected for so long while good teachers got their reputations ruined.

It is just outrageous that these Principals can cause so much damage to our sxhools...yet Chancellor Fariňa does nothing.

When investigators sweep investigations under the table they are committing a crime, but they are hurting are schools and students.

Let us hope all this corruption is put behind us.

If admins (generally ex-teachers who had difficulties in the classroom) could no longer remain in NYSTRS upon leaving the actual teaching ranks, I am convinced they would leave the education field altogether after failing in the classroom.

So how about restricting membership in the New York State TEACHERS Retirement System to actual teachers?

Anonymous said...

Ultimately the students are the ones who suffer when you push so many experienced teachers out.

Anonymous said...

No one cannot understand why she is still the Principal.

Anonymous said...

This principal has violated the Age Discrimination in Employment Act– on behalf of its members over 40 years of age, who have been harmed by the DOE’s discriminatory use of the disciplinary system, through the issuance of Unsatisfactory annual performance ratings to such teachers, as well as the DOE’s discriminatory pattern and practice of coercing, threatening, and harassing teachers over 40 years of age to “encourage” those teachers to leave their assigned schools under the turnaround model. Also she has harassed assistant principals to rate veteran teachers unsatisfactory who did not deserve it.

Anonymous said...

All corruption is protected, investigations are never really investigated. Superinrendenrs ignoring the real problems in the schools which is academic fraud and plummeting regents results. Even the Chancellor turns a blind eye since she praised Dwarka.

Anonymous said...

This same picture was put up with the earlier story from your blog (referenced above) on worst principals ever (in which his name appeared) on our school’s UFT bulletin board. The principal claimed it was anti Semitic and applied pressure to have it removed.

And it is astonishing that Fariňa did nothing.

Our Union protected Dwarka sadly. Vasquez did nothing, nor Sanchez. What a shame that this school has become.
