Will The DOE Finally Place ATRs?































The DOE has finally taking steps to place ATRs.  In schools that have a history of hard to fill certain subjects and retain teachers , the DOE has decided to allow principals to hire an ATR free of charge, as long as the school keeps the ATR.  This has resulted in some ATRs getting a position since the Principal will no longer be responsible for the ATR's salary.

According to Susan Edelman of the New York Post, there are 930 ATRs and this is a slight reduction from the previous year as 170 ATRs took the $50,000 buyout,  Regardless, the DOE is still paying over $100 million dollars yearly for ATRs..  It should be noted that the ATR number only include teachers and excludes Guidance Counselors, Social Workers, and paraprofessionals.

The only reason that there are ATRs at all is that the Bloomberg policymakers are still in charge and have resisted the Chancellor's goal to place ATRs in vacancies.  This year the schools hired 4,800 new teachers as nearly a thousand ATRs languish without a position. .However, as the Chancellor has slowly  removed or pushed out the Bloomberg policymakers, the DOE has loosened restrictions   to hiring ATRx such as allowing select principals to hire ATRs, free of charge.

In 6he next few years I see the ATR issue fade into history.  At least I hope so.

The principal hires the ATR, But the ATR doesn’t have any say.

I'm so glad Susan finally brought the ATR situation to light and the millions of dollars the city is wasting on it. The ATR situation has taken a back seat over the last few years. I didn't know that the doe would pay for the teacher's salary for the duration of the time the teacher is in the school. That's a great deal. They should also filter out those who want positions from those who want to stay in the ATR. The people who should be most angry are the teachers who have positions who get paid the same or less than us and have to plan lessons and grade papers. I do a fraction of the work my fellow teachers do.

That's the downside - you could end up at a school where you don't want to be. Last I checked this is a free country and you have the right to accept or reject a job offer.

I'd rather be an ATR at a good school, then be shoved into a toxic school with incompetent administration.

That offer is only to select schools with select ATRs. It isn't a blanket policy throughout the DOE. Most of us are still in the ATR with no way out any time soon. I also wonder how this placement will work with teachers with licenses that were excessed when the large schools were broken up (Business, etc) to when the arts programs were murdered. Also, when FSF was put into place, most schools dumped their reading specialists (because "Differentiation" is the same thing, LOL). Many of these new cupcakes don't even know that a reading specialist used to do all the assessment and "differentiation" crap that THEY are now stuck doing - because according to Lucy Calkins, we don't NEED people with advanced degrees in literacy - all you need is a rug in the room, books in baskets instead of on shelves, and packs of post-its, and the kids MAGICALLY learn to read! What will happen to THOSE licenses? And, NO, I'm NOT switching my license and re-doing the whole tenure BS thing with only 5 years to go. You'l pry my reading tenure from my cold, dead hands.

Not only did creepy mike bloomberg create the atr pool but he gave the charter industry complete open door to our schools...today a report indicates that the nycdoe spends 100 million on charter rents in buildings......interesting to note that the city pays rent for charter schools in buildings the charter chain actually owns.....so bloomberg created the atr pool wasting 100 million a year on educators who could actually be working with students and another 100 million a year on charter school rents......thanks mikey pos

8:36 - It's not a job offer; It's a position. We already have a job. If a company wants you to transfer to another place or another position, you usually have no choice. Also, you can always go on open market if you don't like your placement.

This is great news for ATRs! Finally the DOE is doing something right!

Salary is a big concern for schools!

Do you think this could be the end of the so called fair student funding as well?

The ATR pool will never end, or will veteran teachers be able to breathe easy, as long as Fair Student Funding remains in effect. FSF is UFT approved and allows for vets to be turned into ATRs and newbies hired to replace them. Double dues for Mike Mulgrew! BTW Chaz, do you know when retirees get our next installment of the interest free loan we gave to the city (at Mulgrew’s cry of a broke city)? Thanks. Existential Do Now question of the day - Which organization do you hate more - the DOE or UFT?

Has anyone's principal posted about the 3 hours excused time we now get to vote on election day? Employers are supposed to post it to inform employees. I want to take it.

The atr pool will no doubt go down in history as the biggest labor scandal ever in NYC and really the entire country. Where in the world of business sense does an organization hire employees when they have hundreds in limbo just waiting to jump into the water.....

No this system of absent teachers and educators for that matter is a lifetime blunder and would make a great project for any business school class to examine and to understand how dumb and ignorant, corrupt and creepy organizations can actually be. Actually the atr pool would make a great topic for all class disciplines examining corruption and how society treats its people and how labor is actually a corrupt machine that churns without any over sight causing multiple consequences among the very people who run society.

People like mike bloomberg are people who some how were blessed with multiple billions of dollars and they used the money to destroy lives instead of saving lives like the hundreds of thousands of starving children we have in this country. I cannot believe that I still receive phone calls asking for donations to help feed the starving children in this country while the bloombergs of the world are busy destroying lives of people instead of cleansing this country.

The ATR Pool was created to push high salaried teachers out of the system while they hired many younger teachers. Principals were encouraged by DOE Legal to target senior teachers, really shameful while the UFT looked the other way.

The 3 hours for voting is only if you are working a 12 hour plus day and you can't possibly get to the polls. It certainly doesn't apply to teachers as the polls open at 6:00 a.m. and don't close until 9:00 p.m.

THERE ARE NO RESTRICTIONS ON PAID TIME OFF TO VOTE. THE LAW WAS CHANGED THIS YEAR. YES, POLLS ARE OPEN LATE/EARLY AND SOME OF US HAVE obligations AND CANNOT STAND ON LONG LINES TO VOTE.

Only in education, you get penalized for getting 2 masters degrees where you further yourself in your professional field. However, since you make over 100,000 a year and the school's budget can afford two of you we should not keep this over qualified teacher.

The Tier 1 teachers got away with triple manslaughter on top of teaching a much better generation.

They like to spend money chasing out senior teachers. They like the lawyers making up stuff to go after senior teachers with tye UFT helping them.

It is called “ Permanent Placement Incentive.” I was an ATR. An ATR from the rubber room with a charge on my record. I was hired at the last school I was placed at because I am free. I am now the uft chapter leader and it says “Permanent Placement Incentive” next to my name on the budget. Also, principals cannot see if you are flagged as an ATR. Only the ATR staff sees that.
