What Are Rotating ATR Rights This School Year?



















 







As most of you know, the UFT wisely let the terrible 2014 ATR Agreement, that made ATRs second class citizens, sunset into history.  The 2014 ATR Agreement was for two years and could be renewed for the final two years of the contract.  However, the DOE decided to abuse the 2014 ATR Agreement by making many rotating ATRs temporary provisional appointments in the hopes they could charge them under an expedited 3020-a, despite the fact they were not covering a class for long-term in their content specialty.  After some fruitless discussions between the UFT and DOE, the union decided to let the 2014 ATR Agreement to sunset.

What provisions are no longer in force after the sunsetting of the 2014 ATR Agreement?
  • No mandated interviews and no forced resignation for refusing to appear for an interview.
  • No out of district placements, unless the ATR agrees to one.
  • Principals are no longer required to release the ATR for interviews.
  • No expedited 3020-a hearings for "unprofessional behavior". 
  • No forced resignation for missing the first two consecutive days at a new school.
  • No different rules between ATRs excessed due to closing schools and those that won their discipline hearings when being placed..
What provisions are now or still in force, based on the 2011 ATR Agreement?
  •  No ATR time limits.
  • Length of rotation is monthly unless DOE decides otherwise.
  • No mutual consent, the DOE will place the most senior ATR in the district in any vacancy and unless the Principal decides the ATR is "not a good fit" the ATR is stuck there for the duration of the placement.  
  • Teaching for the 21st century is used to evaluate rotating ATRs, not Danielson
  • Only in-district placements allowed unless the ATR agrees to an out of district placement.
Unfortunately field supervisors will continue to observe rotating ATRs and the S/U rating system still applies.  However, if your ATR field supervisor "U" rates your informal then demand, in writing, a formal observation with a lesson specific pre observation conference.  The formal observation will override the informal observation at rating time.  Remember, the field supervisiors are not there to improve the ATR's pedagogy but to weed out the weaker ones and expose them to 3020-a charges.

Finally, do not receive "a letter to the file" for any reason or take more than 10 days of sick time since the DOE has ordered the field supervisors to give a "U" rating for the year.

Some ATRs are being rotated weekly, some bi-weekly and some monthly. That's the reason for the vague language on the emails. Don't know or care why.

How does an ATR "not take a letter to file"? If you get a letter to file it is not something you can grieve.

If illness will result in absences of more than ten days, apply for intermittent FMLA. That will grant a layer of protection against a u rating. It can be done retroactively up to 6 months.

The ole story of the business man and the teacher. The business man said to the teacher omg i cannot believe how bad you run your public schools. The teacher said education is not like business. The business man said how? The teacher said what happens if you are a food company and you make blue berry cakes and the shipment from the farm of blue berries are all rotten. The business man said I will return the rotten blue berries. The teacher said exactly, however we cannot return the rotten students and that is why business is different from education.

Maybe a letter campaign to Trump would get him to consider Mulgrew for a job in his administration. I think Mulgrew would make a handsome doorman at the Trump building.

Seriously, This guy King who is the Secretary of Education will be gone. It is possibility that Randi Weingarten could be given the post. Then Mulgrew could take her job. Of course what would follow him could be worse but I don't know how.

Fortunately, Evil Moskowitz turned Trump down. She's more interested in making tons of money off NYC taxpayers with her bogus charter schools than overseeing any programs which might help students. Mulgrew would make a perfect custodian of the city dump, and I bet he'd screw that up, too. Randi Weingarten could be his assistant, for all the good she's done for teachers.

So, we here in the public education part of government are looking at a new regime of pres elect donald trump. The interesting thing to me is hillary and huma would have only been a push over for all the immigrants flowing into this country and destroying communities with their third world filth and sharia law aspirations. We now have the comfort of at least knowing anybody filtering into our country will be vetted at the least. Sorry people it had to happen and we can only hope our public schools survive in this haste of hate among many americans since we elected obama into office a huge mistake eight years ago almost cost us our freedoms...

I think that Chaz meant "try your best not to get a letter in your file" becase they will use that as a pretext for a 'U' rating
and thankfully, it looks like Eva will not be taking over the Sec. Ed. position after all.

I just paid $50 for a prescription and co pay at Urgent Care. I used to pay nothing. Mulgrew royally fucked us all with "raise".

to 2:05 - Why would Evil Moscowitz take a Washington job? She is making a lot of money as executive of the charter school operation that she runs. There was talk that she might run for mayor - again, not while she has the helm of her corporation. By the way, is this guy DiBlasio for real? Good grief - I thought Dinkens was a crappy mayor. DiBlasio has just lowered the bar.

I received a letter in the file, and was U rated as a result of that last school year. I had never met my field supervisor, and was never observed. Nevertheless, I was U rated for only the letter. The appeal hearing seemed to go well, not so, I received a letter saying that the U was upheld. The school in question has a history for going after even its own people. I am afraid when my rotation will bring me back there.
