For The ATRs Rated Unsatisfactory What Are The Consequences?























ATRs who rotated weekly from school to school are not subject to Danielson or the Teacher Evaluation System,  Therefore, these ATRs are rated under the old grading system of "Satisfactory" or "Unsatisfactory".   The rating officer is the ATR field supervisor and unfortunately, these field supervisors are not using consistent methods and in many cases, are using unrealistic criteria that results in some ATRs receiving an 'unsatisfactory rating".

What are the consequences for ATRs if they are "u rated"?   Apparently, little if this is the first "unsatisfactory" rating for the ATR.  For the DOE to proceed with 3020-a termination charges, the ATR must have received two successive "unsatisfactory" ratings.  Even then, the "burden of proof" is on the DOE to show that they gave the ATR real professional development and classroom support when the ATR didn't even have a classroom of their own.  A very high barrier for the DOE to hurdle if you ask me.  Moreover, as a visiting teacher without ownership of the students, its virtually impossible for the DOE to show how they gave the ATR the proper tools to improve his or her pedagogy  Finally, the DOE  would have a tough time to prove that they met the conditions outlined in Article 8J (pages 52-53) of the contract that the ATR was given sufficient professional support as required in "Teaching in the 21st Century". document.

However, ATRs who get "u rated" can expect the DOE not to offer them interviews for provisional assignments after  October 15th and stay in the weekly rotation pool for the school year.

I am an atr. I will be rated S for the year. However, if I had a choice, I would rather stay in the weekly rotation then be picked up by some of these hell hole high schools.

I am getting a U - my first ever - from the disgusting worst piece of garbage know nothing Justin Stark. I thought we could get 3 U ratings before a 3020 A hearing. Am i wrong about that? I had the worst year ever being under the so called supervision of this monster. He made my life miserable and he should be fired - not me. He stalked me and harassed me and lied about everything. He is illiterate and incompetent and i hope someone makes his life as miserable as he has made mine.

I also blame the union for not challenging these illegal observations. We pay union dues and the union showed its true colors but not enforcing the contract. It is obvious the union does not support the ATR's and I hope there is a class action suit against the union and city. It was the union for gave away seniority transfer rights back in 2005 and the agreed to create the ATR pool. Mulgrew is a louse for being part of the constant disrespect of the ATR's. Remember when the union newspaper listed the titles not affected by the new evaluation system back in the fall. The ATR's were not even mentioned. It was the genius of Mulgrew who agreed to the rotation. He conducts himself in an unethical way toward the ATR's and other members in the UFT.

It is a myth that you need to U ratings to be brought up on 3020A charges. They don't even need one technically.

For incompetence, the DOE can only file 3020-a charges when the teacher receives two consecutive "unsatisfactory ratings". Its up to the school Principal whether to file 3020-a charges and it usually depends if the Principal actually provided the tools and professional development as outlined in 8J of the contract.

Don't forget ATR supervisor Quale in the Bronx. He told a 30 year veteran teacher it's time to retire. He then called her a fat slob, who doesn't know how to dress. This was in the teachers cafe in front of my friend who is also an ATR (he's under another supervisor, who rated him S). The lady started crying and my friend went over and told him to his face that' he's a piece of shit and you shouldn't treat people like garbage. He got up, started screaming and demanded my friends name. My friend made up a name. He let the lady know he would be her witness, but she has put her papers in to retire.

Absolutely, you can and should attach a rebuttal just in case you end up in a 3020-a hearing.

I'm designated in the Bronx. We need to start posting up the worst schools to be in so the word gets out. Bronxdale HS on the Columbus Campus is by far the worst high school I've been in this year. The kids are terrible and the admin is clueless. The principals office looks like a large closet, totally unprofessional. The AP's are running around trying to observe people quickly just to write them up. The teachers are clueless too. The school really sucks. So glad I'm not a teacher there. Bronxdale is easily one of the worst.

Chaz I know we should attach a rebuttal. My question is IN the rebuttal should we include , cite and quote 8J and other contractual gems that show ATR observations are unlawful? Also, I got an e mail I'm gonna receive my rating in am e mail. How do we submit the rebuttal? Contact supervisor and tell the shmuck to come get it?

Stay away from W.C. Bryant High School, the principal there engages in practices of age discrimination and she is an expert together with her puppets in fabricating unsatisfactory ratings.

To all the ATRs in the city avoid W.C. Bryant High School, if you want to keep working. The Principal, Ms. Dwarka is well known throughout the city how she fires and targets veteran teachers that she dislikes. Many careers of good professionals are destroyed.

As a result of the bad decisions of our leader the percentage for passing the regents for June 2014 is a complete disaster. A disaster for the AP puppets, and for our leader and mentor. Once more she continues in a collision course, although the graduation rate went up. Many teachers feel more pressure to pass students, eventually her bad policies are starting to have a negative impact on the school. Shame on you, you are the only one to blame for the disastrous results, but your punishment will come soon. We thank all the experienced and good professionals who got us off the Persistently Low Achieving list, but her bad policies may take us back there. Those of you who are silent are part of this mismanagement of Bryant.

Principal Dwarka engages in age discrimination tactics, lies in observations, pressure APs to rate veteran teachers with unsatisfactory observations who disagree wuth her, harasses almost everybody, is abusive to the staff and students but is protected by the NYC DOE.
